Flow Water Advocates formally urged the Michigan Public Service Commission to reject the proposed sale of 13 Michigan hydroelectric dams from Consumers Energy to a private equity–backed affiliate of Hull Street Energy. This transfer would place critical public water infrastructure — and the rivers and fisheries connected to it — in the hands of an out-of-state private equity firm whose primary duty is to investors, not Michigan’s waters or communities. In our filing, we raised serious concerns about water quality compliance, long-term accountability, and the state’s obligations under the public trust doctrine.
These dams sit on rivers that belong to all of us, and we believe any decision about their future must prioritize ecological health, transparency, and the public interest above short-term financial returns.
